That's the thing about environmental protection. The work is endless because it only takes one loss to undo the years of protection.
I would hope the state would at least be neutral if not stand behind the wishes of the residents. Though some residents with mineral and gas rights probably see it as a case of the local govt taking away their rights.
It's always been my view (though I don't have data to back this up) that Colorado should be trying to undo it's mining past and focus on tourism and marketing its scenic beauty. In the modern age of whole mountain strip mines and gas wells in every field, it's tough to have both.
