2) No more mega clinics like Balco or Fuentes or Humaplasma or... Instead, smaller one on one trainer/confidant who will take a bullet instead of snitching. Remember Greg's personal assistant? Forget his name. Whatever became of that guy anyway. Personal trainers like that guy. Discreet. Not that Greg ever doped no way - but just using that one-on-one trainer model
3) 5% of the peloton doping instead of 50% plus. WADA should have an easier time since there are not as many dopers to catch. Not quite as busy for WADA. Ramp down the operations like Rumsfeld did.
