CX Cable hanger questtion?

    What is this doohickey that came with the Origin8 (Tektro) front cable hanger I just bought? I know that on some, the forked end slips under the bolt head and goes beneath the fork crown to keep it from slipping. The protruding circle with the threaded hole makes it impossible to mount. They use the same hanger arm for front and rear. It goes on the bridge fine in back but the curved bottom is supposed to slot against the front of the fork which isn't flush. Not very confidence inspiring on a carbon fork and that bizarre piece is perplexing. Of course no mounting instructions were provided and I couldn't find a picture of it online. Any ideas would be appreciated. Likely to return it for a steerer clamp hanger. Thanks in advance.

    The fork mounted cable hanger takes the steerer flex out of the front brake which reduces the shuddering you get with the stem mounted hangers on a lot of bikes.
    Amazon has the parts you show and it looks like the mystery part is a reflector mount.
