I am very happy to see that Rodriguez will be able to battle Froome and Contador and Evans (I know he has many detractors these days) at the tour this year, could set up to be one of the best tours in years. Throw TJ and Hejsedal as well and this could be very exciting. However I do think that there were good reason to start questioning the ethics of some teams and directors and it was a strong message to initially deny Katusha a license.
It is also nice to see that Rodriguez not immediately jumping ship paid off for a guy doing the right thing.
