The "Brain Shock" on my Epic is brain dead, it doesn't lock out. Can it be fixed?

If you mean the manual lock-out mode, why bother? The brain is supposed to ignore minor hits and any pedaling induced forces when climbing. Few Epic brain riders I know ever mess with the rear shock even on 45 minute oong fire road climbs. But they all lock-out the forks.
